E6600 Stable at 3.8, No video signal at 4.0?!?!

Anyone know what would cause my system to lose the video signal when I try to take the last leap to 4.0?

I reset bios and can put it back to 3.8, but cannot get it to boot with 4.0

Any advice?

The system boots, HD's boot, I do not know if windows begins loading. Just no video, works fine and stable after bios reset and put back to 3.8

Watch your optical drives. If the lights flash like they're checking for a CD over and over... the board could be in a rebooting chain.

In my Bios my voltage at 3.8 is 1.565 i believe, IDLE temps at 3.8 are 3.2 on core 0 and 3.3 on core 1

My load temps are 53 on both cores, could it be my memory? its at 1:1 right now, maybe lower memory bus? is that possible?
