Why on Earth are you getting him a mobo with integrated GFX when you're planning to get him a discrete VID card? Get the Biostar 550 SE - cheap, OCs well, tons of memory timings to adjust.

Get two 7600gt in SLI they are better than one 8600
But if you are looking to the future get the 8600 an when the price drops get another one
