Games are GPU-bound at high resolutions with max detail settings. They're CPU bound at low resolutions with low detail settings.
But does it really matter if you get like 90fps stock in CSS or 120fps after a CPU overclock? Either way, the game is highly playable at high res with max settings. Where the bottleneck is in your system is a moot point with CSS--it would only be an issue if it is preventing you from playing a game at playable framerates--obviously the game will play just fine at high resolutions with max detail/settings with the x1900 given how much older CSS is than current games (but still an awesome game). Actually, for just CSS, any of those cards would have been fine. Given the close price ranges, and the fact that the x1900 is far better than the other two, it's the smarter buy. But any would have been just fine. For newer games, that's a different story though.
