Have you have all the CPU Throttling options turned off in BIOs?

go into bios and disable speedstepping

But its normal if you have the power saving on. When the cpu is idle it drops the fsb multi to save temp/power

When loaded it jumps to its max speed.

I keep mine on. When gaming/loaded my cpu is 401 x 8 = 3208 mhz and when idle/surfing its 401 x 6 = 2406 mhz.

It can hurt stability when ocing, but if you're stable i'd leave it on

Intel SpeedStep Technology

Don't worry, it is fine. If you had load on it would stay at the full speed
