Fact 1:

Lower timings DOES NOT equal lower latency!

Latency takes into account BOTH the timings and speed (go on, run latency benchmarks at 533 and 800 [with timings tightened all the way for each speed]. You'll see the latency results almost identical).

So, just get the highest speed you can for maximum bandwidth. THEN, tighten the timings at that speed. Your latency will be equal to, if not better, than stock speeds and stock timings.
