Thank you B.Walker disabling forced driver signing worked for me. AtiTool is working properly now.

Ok, I have disabled the forced driver signature and only have my admin account and it is being ran by admin and I am still getting "Kernel Mode Driver not running"...I have reinstalled twice so far and nothing. I am using V0.26 right now but am going to try V0.27 B2 now and hopefully that will clear it up. Any other suggestions?

Edit...tried V0.27B3 and it works fine.
