the dry ice submersion would still technically work....just not as well as if it was in a cylinder with something like kerosene...

I'm pretty sure caps would explode/leak/pop/etc...

I have an idea, why not put the mobo in the whateveroilisgoodforit, and put that oul in a fridge that is set on 9, and the oc with tunix tower, when the oil reaches a temperature of around 0, its not going to freeze at all, but its going to be hella cool, a bit expensive, but heyz, no condensation

Ahhh... go above post and read a bit on thermal dynamics.

Issues:
1) Fridge would burn out in less than 6hrs trying to deal with a 300w+ of heat.
2) Fridge would take days to get that much mass to 0C
3) Even if oil is 0C, the processor will still be much warmer. Oil without a pump would rely mostly on conduction instead of convection.

Just put the dry ice directly on the component to cool, and the thermodynamics work in your favor. Rather than heat transfer via air, make it direct. If you're wondering how much difference this makes, compare the effects of putting your tongue very near dry ice, and actually putting it on dry ice.
