its normal for the CPU fan not to spin up straight away. if you watch it for a minute or two after powering up you'll see it gradually starts itself as the temperature rises in the CPU. you probably have things like C1E or EIST on in the bios and there is also some settings for the fan in the manual. there are a few different modes. i think i use LEGACY if i recall correctly.
then in windows, using gigabytes easytune software you can specify the fan speed as a percentage of maximum. there is a 100% setting and another minimum setting which could be something like 20% or 40%. you can adjust that upwards to 100% too if you like. if you use the right fan mode in the bios along with that setting it'll then spin at full speed all the time. if temps aren't much of a problem or you want it quieter you can set the speed lower.
