Possibly, I am not sure but it could be that ir you have a fsb wall on your cpu,

but it could be your mobo, not all are gonna oc the same and maybe you just got one that doesnt want to get up there.

Keep playing with it though, use just 2gigs of ram, ram running 1:1, make sure the timings are nice and loose on the ram and play with some of the other voltages to see if maybe you can get a higher oc out of it.

Sometimes differnet mobos of the same type will perform a little differenet with different settings and some just wont give up the goods
