I had 1 minute and 15 seconds boot-up time before I did it, and 30 seconds after. Huge difference.

Press ctrl+alt+del and sort by CPU usage, maybe post a screeny here. Did you do a restore point?

yeah i did a restore point

The weird thing is i was having RAM issues not CPU issues. My CPU was running 100% because im Folding as well as IM'ing plus i host other things.

but the ram was the issue now its not and the CPU is the issue... kinda weird.

Well, got your folding off?

Also did you do the ctr+alt thing? that should give away the nasty little culprit chugging your CPU's power.
And yes, if you have folding off it is weird.. very weird... -_-

not sure what the hell fssm32.exe SYSTEM is but its chugging down 33MB and with svhost.exe and why the hell is explorer running? i only use firefox??? and thats taking up 30MB

Explorer.exe is not Internet Explorer, it is Windows Explorer, you know, your start menu, and pretty much your entire desktop.

About the fssm32.exe process...

Don't worry about that, are you still maxed out on CPU usage? If yes post a screeny of the task man. sorted by CPU.
