It is performance... not value. Value is too hard to track and makes no business sense since performance increases rapidly. A 6800 to 7600 is not much of an upgrade, if at all. No new features or anything really.
Once again...

well to line them up with the current DX9 cards would be this

6800XT/LE = 7900GS
6800/GS = 7900GT
6800GT = 7950GT
6800Ultra = 7900GTX
6800UltraEE = 7950GX2

I say 7900GS though because of price

But... it's not based on price... it is based on performance.

It must be performance based, 'cause the 6800's don't perform anywhere near the 7900 series at all. In fact the 7600GT outperforms the 6800GT, though not by much making them very close. Which then makes the 7600GT an equal modern card to the 6800GT.

I RMAed a 6600GT a couple of weeks ago and got a 6600GT back (which did not work in fact...)

I sent that one back and am waiting to hear back. I am hoping they will have some mercy and send me something better (and newer) for my troubles. They did pick up all of the shipping charges on the defective one they sent me.
