I agree, the overclocked versions typically run with the same voltage, just overclocked a tad which the regular card can more often then not do anyway.
If you want to overclock with a standard GTS or GTX and don't want to pay the extra $$$, buy an aftermarket cooler like the Thermalright HR-03 Plus. I haven't done extensive overclocking with mine as of yet, but it runs at <40C Idle with a 92mm Vantec Tornado attached, and costs about $65 total. It is always good to have your Vid Card running cooler, it will more than likely last longer and be less apt to break down. Plus it looks sweet. Pics as soon as I find my digital camera (I just moved, lol).
EDIT: Okay, so if you can find an OC'd card for the same price as a stock card, go for it. Otherwise, I don't personally think it's worth the extra bucks.
