I think the formula for water-cooling would make it pretty impossible to get condensation with water-cooling.

Because I'm pretty sure the coldest water can get is at or near your ambient temperature.

I don't really remember exactly why or how.

Correct, the lowest possible temperature with normal water cooling is just above ambient. Watercooling is a passive method of cooling. The coolest part of the loop is the ambient around your radiator. It is impossible to remove any more heat than that passively.

So nothing can form when its say 80 F in my room and 50 F - 60 F outside and I blow that on my PC in through the side and it gets pretty cold lowest was 23c for mobo/26c for CPU/24c for HDD/40c for GPU. No condensation cause theres something wett like on the top and sides but nothing has messed up so?

80F = 27C.

If your room's humidity reaches 80%, then condensation will form inside your PC. Airflow does help reduce the formation though.

Theoretically, condensation will begin to form the moment an object's temperature falls below room temperature. Now, even though one should avoid condensation from forming on their hardware components, a small amount of it should not matter greatly. However, if you are still worried, you may take a jar of Vaseline and spread it generously on and around the processor socket. This will prevent the water from the condensation from harming your motherboard.
