Well, my 800MHz's G.Skill HZ's run stock 4-4-4-12, and that is fairly good for PC6400 RAM. You more than likely have the exact same Memory as I do (these here, the never Rev. ones look a tad different but are basically the same thing/model number). You could go a little lower, possibly take 12 down to 11 or 10, but try the stock first with a stable overclock, then lower the timings a tad and test it again - preferably with Orthos as it is a great Memory testing tool.

Alright, just make sure that you change the settings a little at a time and test them each time - this isn't just so you don't fry anything, but helps pinning down a certain component that either can't go any higher or needs a little more voltage.

If you get stuck and think it may be a specific component, tune that one component down a little maybe and test to see if it was.

Make sure to keep track of temps, too.

Ok guys this is how far i got...
3.2GHz
355FSB
Memory Unlinked at 400
4-4-4-12-2T
Vcore 1.5
Mem Volt 2.1
1.2HVT 1.35
NorthBridge 1.5
SouthBridge 1.5
CPU VTT 1.55

IDLE is 33-35
LOAD is 50-52

ORTHOS i ran for 4 hours and it passed

I tried doing the mem linked at 1.1 but i couldnt get the system to start up at even 2.8GHz...

what do you guys think i should do if i wanna go higher

You say it can't boot at 2.8Ghz linked, something is not right for sure.

It's really odd that your ram cannot run (311x9=2800=622mhz memory) 622mhz, as it is 800mhz at stock.

Also lower your cpu vcore, because 1.5v is a lot for just 3.2Ghz. Maybe you have a "G" stepping though, which requires a lot of voltage. Keep the cpu vcore below 1.55v anyway...
