Well I'm not 100% sure if I qualify or not since I don't remember my specs. But my fiance has my old rig now. Here's the specs on it:

I cannot figure it out...but that particular rig would go over 2.4. And its only 2.2GHz stock! I tried loosening RAM timings (the best I could), loosening my HT, lowering my multiplier...nothing. It did NOT want to go over 220fsb period. I'd like to get it back and tinker with it more.....but it is her machine now, lol. She won't even let me overclock it up to the 2.4. Hell, she won't even let me set the HT Link to 1000Mhz (which it is stable at). But yeah...I don't know why it won't go any higher, but it does run really hot. Anyway...am I in?
Well i would make sure that the pci and agp speeds are locked in at 33 and 66Mhz, that is usually about how high they let fsb go before freaking out, but if they are locked then have you tried lowering you rams speed, or upping vDimm or did you bump you vcore any, if not, then those are some good things to look at and try. if you have tried those to no avail then let us know and we'll see what we can figure out.
