What is the best way to figure out my best frequency? And should I still overvolt to that +0.2? And can I activate qfan in my bios?

Troten, take the FSB up in small 3-5mhz steps, then test for stability with a program like Prime 95 or Sandra lite.... if you are stable, up it some more, if the system doesnt boot, youve pushed the FSB to far. And locking your RAM speed will also help.... upping the voltage should be the last thing you do when you reach a wall in the overclock.

raising the timings with the speed could cause more instablity..... most speeds get lower with the increase of mhz, and the inverse when you lower the mhz.
