DVD Playback errors, I need help =(

I wasn't sure where to put this thread, but I figured it could be the video card so I put it here. Okay, I have a computer here I've been trying like crazy to get to playback dvds. Its an old school Dell Dimension v400c. It has 384mb RAM. An 8mb integrated video (3d Rage Pro AGP2X). A Celeron 400mhz processor. and its running XP Pro with SP2. I've tried using Nero Showtime and PowerDVD. DVD playback works but the sound is very choppy and it skips frames and doesn't run very smoothly. The minimum requirements for dvd playback at windows' XP site is 8mb of video RAM. I went into the BIOS and gave it 256mb of AGP aperture size, set the resolution to 800x600 (can't go any lower) and set the color quality to medium (16bit). I've tried all these minimum settings also giving only 64mb of AGP aperture size. And still a choppy looking sound and video. I found some other video drivers besides the default XP here at this website:

but still no luck, running the same minimum settings. I installed DirectX 9.0a, 9.0b, and then finally 9.0c. I decreased the hardware acceleration (under display properties\\settings\\advanced\roubleshoot) but found it worked best when the hardware acceleration was at Full.

I finally gave up saying that it needs a new video card. and it only has PCI slots.

[sigh] I worked from about 9pm to 6am on this d**n thing, I just woke up deciding to ask people in the forums for help. ANY help will be appreciated, trust me. ANYTHING.

I would say odds are its that card. I could get DVD playback fine on my old Radeon 32mb AIW, but that Old rage3d chip just doen't have much muscle. Good news is any super budget PCI card you can get now should be able to handle hardware level DVD playback. For software level I think you would need more ram I think. I have an old laptop with a dvd player and 400mhz celeron with integrated Radeon gpu, 512mb ram, and it plays them fine so I think your proccessor is fine. Check out newegg as I think they still sell PCI gpu's for around $50 bucks.
