yes you can....if you own the cartridge it is legal. I have an entire box full of them.

WRONG.

If you own the cartridge and ripped the ROM from that cartridge, then yes, you've stayed within the law. That's extracting a backup of your software, and you didn't bypass any copy protections to do it (unless the feds decide to someday reclassify cartridges as a "hardware based copy protection mechanism".)

But owning the cartridge does not mean you can download the ROM of that cartridge. That is still distributing copyrighted software over the internet, which is not legal.

The number of people that actually have the hardware necessary to rip an Atari, NES, SNES, etc. ROM is pretty darn small. So forgive me, but I can't believe that anyone here has actually done this themselves. So let's end this line of conversation right now, please.

Look for the Midway Arcade treasure series. They are on many game systems and must be available for pc. They run perfectly and are totally legal.
