Have you contacted the seller?

As CyberDruid pointed out, a scientific method is required to eliminate guesswork.

Perhaps removing all the components from the case, and hooking them up outside of the enclosure will help.

This will rule out grounding and/or shorts.

It may be a pain to remove all the componets, but it will be easier to switch components and fiddle around with the hardware.

Also, did you re-seat the CPU, or was assembly required? Perhaps the CPU is not seated properly and is heating up.

Ok,

1) I can only take of detatchable components, as 1. I will forget where they go or 2. I will break one of them and be left wth nothing (most likely to happen =])

2) I have just had the mobo, cpu and fan, and mobo and cpu on their own with the psu, both times complete shut down.
I have had the mobo working with all the components on all the way through to installing the OS, but I had trouble with the HDD, and had to switch over to another one. You would be telling me well thats your problem, but I have already ruled it out.

3) I havent put an external g card in yet, as its still in the mail. Its something like a nVidia 7600GS PCI-E

4) Assembly was required, but I followed the accompanying instructions to the letter, and it is seated fine.

I would say 400W would be enough ya!
EDIT-If you want to OC get a 500w or higher with a decent ammount of amps to be on the safe side.
