Regarding 3) Unless your PSU is dead or just a POS it should be enough without a dedicated GFX card.

Regarding 4) Did you apply a Thermal Interface Material to the CPU..This stuff or an equivalent?

I would still recommend setting up the Motherboard and components outside of the case, you need to eliminate grounding before your new PSU arrives.
Is that what you mean by #2?

actually usa also has 220 volts ......... but its what our stoves/dryers/air conditioners are plugged into (not the standard 110 outlets that everyone recognizes)

The wattage is sufficient, but the amperage is not listed...at least that I could see at a cursory glance.

I am not familiar with the manufacturer, but since this is your first go-around with a PC and you are not going to be torturing it, it should suffice.

Before you buy: Is there anyone that you could borrow a PSU from for a couple of hours?

I wouldn't want to see this system become a money-pit for you.

If there is anyway that you can determine what the problem is prior to throwing more cash at it, then I would recommend that route.

Follow Up:

Ive just been looking through the Mobo Manual which came with it, and I came across something which may be the problem. Both the PSU's I have have a 20pin atx connector, and the manual says that having only a 20 pin connector rather than a 24 pin could make the system unstable and shut down on minimal power. Both of those have been happening to me. Does anyone think this may be whats wrong?

itis 24 pin for a reason

but i had my a64 3200+ with a 20 pin in a 24 pin socket for a month or 2 stable (before I got the correct psu)
