Ringing sound in speakers after certain overclocks

After overclocking my my E6420 to 3.2GHz (400fsb), upon starting windows I get a loud ringing sound in my speakers - is this due to voltage settings? I'm using PCI soundcard as opposed to the onboard sound, and onboard sound is disabled. I believe my video card was failing on occasion as well with this overclock - so it may be that all PCI / PCI-E devices are effected.

I have a 500W PSU, ASUS P5B Deluxe, 8800GTS 320MB (also overclocked - 650 / 1900), and G SKILL 2GB DDR-800 RAM (running at DDR-1000 with 1.95V) - cpu current voltage is 1.425, and everything else is on factory defaults voltage wise.

Have you locked the (PCI-E / PCI) fsb when Ocing the FSB?

If you haven't locked your PCI bus speed then its possible that when your using you're upping th FSB your effectively increasing that PCI bus speed as well. Since your sound card isn't meant to run at higher speeds it might be causing that ringing sound. Try locking your PCI bus speed in the bios.
