CPU usage under 50% but computer still slow ?

When i do certain things like editing videos or starting programs the cpu usage does not reach its full potential (usage) atleast most of the time however i still have to wait.. If an application is cpu base to be started then why doesn't the cpu usage jump to 100% untill it finishes starting the program ?? Please somone clarify this to me.

Okey, but for example i start limewire and the cpu usage jumps from 3% to 15%.. and then it takes 4 seconds to open why not jump atleast to 50% ?
Sorry for the stupid question i just need some clarification.

Because the program isn't designed to pull as much processing power as your CPU can provide in two ways. One is that the wait is from other things like HDD fetches and loading the program into the memory. The CPU can only load as fast as the info/instructions are fed to it. Second... you've a dual core.

Thanks your right, i monitored my memory, cpu and disk usage and started numerous applications and it seems that disk usage increased to 100%.
I will have to take a look at my harddrive jumbers since they are set to 1.5 gb's per second.

Setting it to 3Gb/s won't change much. A 7200RPM hard drive just can't read fast enough to keep up with the rest of the computer. It's not even using all of its 1.5Gb bandwidth.

I was talking about average speed. That benchmark is about small writes, or burst speed, I'm sure the hard drives can't keep those speed long enough to make a difference.
I'm not sure how useful loading a few MB of data at a faster speed is... it's not like you can count the time it takes to load a song..

Anyway, I wasn't telling you not to use 3Gb/s, just warning you that it's not gonna make a huge difference. There's no harm in doing it. In fact, why did you set it to 1.5Gb/s ?
