Distros like Ubuntu and Fedora provide binary packages, which is a precompiled package. So they are not really compiling packages from source. Though you can get a source package and install it on almost any distro. The only distros that I know that use source instead of binary packages in Gentoo and FreeBSD(really has both), (also ArchLinux, has both).
I don't know about if Ubuntu disables the services that you don't use.
