This is not needed. The ps3 is extremely cool to begin with, overkill, just for show if you want it.

Even durring folding, the ps3 isn't even close to its max heat output. This is why the fans turn on, only when needed. Most of the time, even while folding the fans in my ps3 are off. Occasionaly on a hot day whilst folding they may turn on for 5-10 min and then turn off again.

If this was really needed, it would be far known that the ps3 is a hot one. But its not, its known to be for the most part pretty cool, and having the ability to cool itself only when needed.

This assumes that you keep your ps3 in a room that won't boil your skin. Anything under 85 F would be fine, im sure even at that temp the fans would remain off. Most likely it could go higher with the fan on, but the fan sound is kinda annoying to some so. *shrug*
