Multipliers look like this: 2200MHz, 2100MHz, 2000MHz, 1900MHz...

And they mean this: 11x, 10.5x, 10x, 9.5x...

You're probably not looking hard enough. The motherboard shouldn't be able to cripple the CPU like that. Look for something like "CPU Frequency/Voltage Adjust" and make sure it's not set to "Auto." If it's set to "Auto," then you're not going to be able to find it by looking for 2200MHz/etc. values. It should be in "Jumper-free Settings" or something like that.

There it is CPU/FSB ratio. make it auto or, 11x or 2200 whatever the appropriate case may me.

Its probably not your BIOS. I had the same problem on my AMD 3200 and my Gigabyte motherboard. Check the jumper switches near the CPU and make sure you flip them so it runs at full speed. I had my AMD 3200 running at half speed because the jumpers were set wrong when they shipped it.
