I'm not sure what they're actually referred to as but there are tiny jumper switches (At least there were on my board, dunno about his) and when I adjusted them accordingly from the manual everything worked fine.

only problem is there are no jumpers other than the CMOS ones on my board anywhere, and I cannot change any of the timing options in my BIOS. could it be that this board doesnt allow me to OC at all?

no ti isnt, but I just checked my other computer that has the EXACT same setup and it is running at the proper speed. the bios are setup the same and the only difference I see is the other computer is getting more voltage to the CPU core 1.4v and mine is at 1.09v how is this possible?

Yeah you've got a definite voltage problem...looks like the CPU is underclocking to compensate
