Is this even Normal??

Hey guys, I have no idea what's going on with this PC but everything is brand new; the PC has massive Lag, and when i try to exctact some winrar files (around 700MB 7 parts) the CPU usage goes over 50% the Average is 45 - 50%...

Even with 2 gig ram @ 800mhz and Nothing running, should it be this slow? If anyone can give me some pointers where to look i'd appreciate it. Ive included my DirectX system info here:
