Why the 8600GTS I suggested? It gives good scores, great framerate, does both DX9 and DX10, requires little power, overclocks well, has a dual lifetime warranty when registered, is very quiet (and I have a quiet setup!), and runs very cool even on the stock HSF setup. Plus, it is on sale for $160 with MIR and with that you could save the other $30 towards getting another in SLI if you so choose or a future DX10 upgrade.
Alot of people don't rate the 8600 at all, but you do have some valid points

Then let them not rate it. It's a great card, especially for the price considering everything you get.

And for the record, when I say it runs cool, I mean idles at 45 degrees C! Even my 7600GT ran at 55 idle...

Naw, stay away from the 7800gtx. The X1950Pro is a good budget card ($115 after MIR on the egg) and for a PSU get the FSP 450w.

Yeah I was just pointing out though that IMO a 7950 or 1950XT would be better for now. Even though the 8600 is a good card I think the other two I suggested could smoke it. But it depends, if he is saving money to upgrade again when DX10 comes fully out then he should get the 7950 or 1950XT, if not get the 8600 since it will play the DX10 games when they come out. (albeit a bit poorly i'm guessing).

Never get a cheap PSU, it's better getting getting a descent PSU for futureproofing. Bad PSU will probably blow up possibly taking some components with it. What would you rather do? - spend $20 extra on a good PSU or end up having to spend $200 on a new MOBO?
