or you can just use cpuz to post it on their website. there are instructions on the last tab of cpuz to validate, just validate the info, cpuz saves an .sfv or somethign file on your disk, you go on the webpage and upload it and it gives you a unique link to validate your stats.

Mine does the same thing. It'd idling. When you're running games, or it's working, it's doing it's normal speed. Hook up a second monitor and run Intel Thermal Analysis Tool on your second screen. You see it alternate between 1600mhz and it's real speed depending on if it needs it or not.

You don't have to bump every 5 minutes - Wait for some more answers

It should be in Advanced Settings > Overclocking or Advanced Features.
