PSU barely powering my system?

I've been getting more and more suspicious of my power supply as the source of my overclocking problems in my sig rig. I have lots of stuff drawing power, and maybe it's too much for the thing. It's got 17A on the 12v rail.

4x sticks of ram
4x hard drives
1x optical drive
1x E6300
1x X1800 GTO
2x PCI Raid cards (one just used for firewire ports)

Now, the generic PSU I've got is rated for 480W, and the graphics card I have shouldn't draw that much power, but I'm wondering if everything else might be overloading it.

I can't get an overclock higher than 2.0 ghz right now. For some reason, no matter the voltage settings, etc, I can't get higher than that, even to post. And the RAM is underclocked with loose timings, I added a little bit of voltage to everything, just in case something was not getting enough. I've made it to 2.7ghz posting before, limited by ram (I think), but with a couple of the hard drives disconnected.

So, is this a power issue?

Disconnect 3 hard drives, pull out 2 sticks of ram and disconnect that CD drive to see if it gets any better.

Well, I'm using raid 0 for my OS, so I could do most of that... maybe I will.

Actually, aside from any power issues, it could be just four sticks of ram messing you up.
