Your GRAPHICS CARD is running at 130, your monitor (if its at 60 Hz) is only outputting 60 fps

Your eye sees different frequencies of light at different speed. As used in an air force fighter pilot eye test they flash waves of light a 1/1000th of a second and see if you can pick them up. Your eyes can see that fast. They also don’t see in FPS, it’s like your eyes stream, that’s why we see motion blur. Your monitors FPS max is based on its refresh rate I believe.

Let's get back on topic. Start a new thread if necessary.

The X1950XT 256 is an excellent card and offers superior performance to the X1950Pro 512 in many cases, and unlike the pro, it's very overclockable, easily reaching XTX speeds. In the current market, I'd get no other card. Elite-end DX9 performance will hold you over until they make a decent DX10 card. I will definitely keep this card and keep my money not wasted on a 8800. I have little faith in a 6-month old card, or it's joke of a refresh (Ultra) playing new DX10 games at all well.
