alright i haven't read the entire thread but, i assumed when i started reading that this had to do with reports that the IP numbering system will be out of numbers by 2010 at the current rate of growth if you want a source i don't know it off the top of my head but i am sure i can find it. I think it is from a technology-business magazine.

Thats the problem - in the UK at least they dont, they take on new customers offering them 20 Mbit lines, and run out of Bandwidth and can either buy bigger pipes (Ouch! Expensive!) or Packet Shape (Cheap! More profit!).
