cpu cools down very quick, its the heatsink that will retain heat for a while after shutdown

Since when? At least on my board, the chip is definitely 99% idle in the BIOS.. if it wasn't, it sure wouldn't be at 30C, considering I hit 50C at 100% load.

Anyway, it looks like you've done everything right. The only thing I can say is I think your motherboard sensor is off - run the Core Temp program from Windows and see what it says.
