pci slot not working?

i cant get the pci slot to work and i need it badly ,is it busted?

Take a card out of a working slot and put it in that one.

Make sure if the card uses a power source from your PSU to plug that in.

Make sure that certain PCI is enabled in your BIOS.
(I have never had to go about doing that, but I know you can disable that or make it quit working by overclocking too much.

Make sure you have enough free IRQ addresses to have that card in.
(I am not sure on that one, please someone correct me if I am wrong.)
