It's glued.
Temps don't get much better unless you take the effort into taking THAT off.
Get your mobo off the carpet.

Incorrect, Never put a mobo on anything anti static like an anti static bag. I always put mine on a textbook or something like that.

you guys realize it really dosent matter where you put it , just that you touch your case before you touch it

i was wrong its not dead but i cant get it to boot without the ihs on it

Sounds like the heatsink isn't seating properly. If the cooler is using a standard retention clip from intel then it will not make good contact with the CPU. you need something that uses bolts and a backing plate that way you can tighten it better.

i use the gemin II, but in order for the die to even contact the heatsink i must remove the metal clip that cips on the top of the cpu. i have done this, but it will not run
