e6300 temp

ok, something is wacko right now, i have reinstalled the gemin II 2 times with as5, without a fan running bios shows 31c on cpu (@2.81ghz 1.38v) withfan it says 24-25c, in windows coretemp reports 40-49c idle, pc wizard+asus probe report slmost the same as bios. the heatsink is cold. what should i rely on?

first off, tat is reporting it as a pentium M
idle is saying

Yeah, TAT was made for the Pentium M, but that is fine, do not worry about that.

Since both TAT and CoreTemp detect the temps from the die, the 39C ~ 40C are your real temps. TAT and CoreTemp are usually 1~2C off from each other.

Can you check your load temps? Download Orthos and run it for around 2 mins.

As for BIOS, PC Wizard and your ASUS program, it's probably detecting the outer side of the CPU, which is a lot cooler than the die.
