Trouble OCing

I used to have my Cele-D OCed at 3.5 GHZ. and stable with Prime 95, and OCCT. Then, for some reason, I put it back to stock 2.93. Now, when I was OCing it again, it only got to 3.23 GHz. and any higher and the mobo. doesn't post. Even at stock OCCT says that the system is not stable, though it has been on straight for many weeks. My mobo. is Abit SG-80, and I have locked the PCI at 33mhz. and the AGP at 66mhz. (I'm sure about the PCI setting, not so sure about the AGP) The RAM is DDR 266, running on a 3:4 divider (RAM:CPU is 3:4) The CPU's multi. is 22, and it's stock FSB is 133.

Do you have any idea why the CPU is not OCing as high as it did previously? (about 5-6 months ago)

CPU-Z says 1.296 volts, and my mobo. won't let me change CPU voltages. The confusing part is that without changing voltages, I had 3.5 stable, and now only 3.2 is stable.

I didn't mess around with any hardware, and the temps. are 79 C on full load folding for 3-4 days straight, and around 62-64 idle

for most CPUs it is, but for Prescotts (90nm. prescott process core) those temps. are decent.

Though it is comparitively hot, Prescott's can take a lot of heat. Last summer my CPU ran stable at 88 C for more than a week straight of folding.
