Well.. i switched the plug around.. thats how i got a RPM.. the lever.. i couldn't get it locked down.. the heat sink wouldn't latch on like the book said. it took some force.. but i did get both sides latched on.. but the side lever wouldn't move on and lock like it said it would.. even though i followed it like it shoulda been done

Ok. That lever has to be locked. It sounds like you might have done something wrong when you installed the cooler.

Check that the cooler is positioned properly (if you remove it you will have to replace the TIM) then rotate the lever as depicted in the manual. It can require some force to get it to lock.

I am going to ask some basic questions here:
1. Did you remove the protective plastic cover from the cooler?
2. Is the cpu fully seated in it's socket?
3. Is the cooler contacting anything other than the CPU? (is anything preventing it from seating against the CPU fully)

The lever is actualy a cam that applies pressure to the cooler mounts so that the cooler makes good, solid contact with the CPU. It must be locked (rotaed fully down as shown in the manual).

To hold the heatsink down. The high temps came from not enough contact between the CPU and the heatsink.

If you remove the heatsink, you do NOT need to replace the thermal paste, however don't remove the heatsink more than needed, you will have to replace it if you take it on and off every day.

For future reference, don't take the cooler off when the computer is running. It's not really a big issue with today's computers, but in the Socket A days, the cpu would skyrocket to around 350C and explode within seconds if the heatsink was taken off.
