HIS X1650Pro IceQ (dual DVI) diag error stuckin eternal loop.

Hi, OK you'll realise I'm a n00b here so I do so apollogise if I've missed anything important, but I bring you all another GPU problem.

OK the story goes like this.
My brother wanted me to put a system together for him (nothing too extravagant but better than his old DELL) so after a little browse on overclockers.co.uk I came up with this list.

HIS ATI Radeon X1650 Pro ICEQ Turbo 256MB GDDR3 AVIVO HDTV/Dual DVI (PCI-Express) - Retail (RX1650P-256ICEQT)

Asus Vintage V2-M2V890 Barebones System - AMD Socket AM2

GeIL 1GB (2x512MB) PC5300C4 667MHz Value DDR2 Dual Channel Kit (GX21GB5300DC)

AMD Athlon 64 3800+ 2.4GHz (Socket AM2) - Retail

Asus Silent Knight (Socket 478/754/940/939/AM2/LGA775) CPU Cooler (was a funky and cheap cooler)

Microsoft Windows XP Home Edition inc. SP2 - OEM

Western Digital Caviar Special Edition 160GB 1600JB ATA-100 8MB Cache - OEM

X-Power 450w PSU.

OK you may be wondering what the direct issue is. Well after putting everything in, seated the CPU, VGA and so forth, all connected up, we start installing windows, that goes fine, all happy and we get right into XP. After setting up a few things the monitor starts to cut out randomly and turn off saying there's no input detected, so with the aid of my good friend "The_Manual" here at Overclock.net we figure out the Bios beeps and find out there is a VGA issue, OK so we've got the problem there, so re-sitting the VGA seems to get it in order and we're back in windows, instead now we get an error message when the screen starts blanking out, Blue screen pops up stating:

ati2dvag, device was stuck in an infinite loop. (something like that)

So after checking the internet I read ways of sorting this out, I used 3 drivers in total, un installing each before the next was installed, the drivers were the HIS drivers supplied with the HIS ATI Radeon X1650 Pro, standard ATI drivers from their website and the Omega Drivers. None of these helpt, the best result was stability for a few hours before the blue screen began appearing again.

So I moved on to the second possibility, Hardware, I put in an ATI X800Xl into the system and it all ran smoothly with this card in. I tried the X1650 in another computer and it seems to run just fine.

So after sending it back to ATI with an RMA they just said "There was no fault found"

I'm sat here thinking Is the Motherboard OK? well it ran another PCI express card easily with no issues.

Is the VGA OK? well it runs on another system with a X-power 400w PSU, so it seems voltage isn't an issue as the other system has the X-Power 450w PSU.

You may want to know the Motherboard specs, here they are:
- AMD Athlon 64FX/Athlon 64/
- Athlon X2 up to 5000+(89w)
- Socket AM2
- 1000/800 MHz FSB
- Chipset North Bridge: VIA K8M890
- South Bridge: VIA VT8237A

- 1 x PCI-e
- Graphics VIA Graphics Integrated
- IDE 2 x Ultra DMA 133/100
- S-ATA 2 x Serial ATA I
- LAN 10/100/1000 Mbps
- Audio Realtek ALC880
- 8 Channel Codec
- Dimension (mm) W x H x D 168 x 380 x 354
- Drive Bays 2 x 5.25"
- 3 x 3.5" (2 external)
- Front Panel 2 x USB 2.0
- 1 x Microphone
- 1 x Headphone
- Rear Panel 4 x USB 2.0
- 1 x Line-in/Line-out/Mic-in
- 1 x PS/2 Keyboard
- 1 x PS/2 Mouse
- 1 x Parallel Port
- 1 x Serial Port
- 1 x D-sub (VGA Out)
- 1 x RJ45 LAN
- Power Supply 250 W (PFC) (changed for the X-Power 450w)
- O/S Support Window XP

I really do not know what the problem is. I have enough system memory, more than enough. Can anybody please shed some light on the situation?

All and any help is so very much appreciated. Please if there's anything you want to ask or say then please say it. I will gladly give you any relevant information you need.

Many thanks.

power supply should be fine, drivers can be picky have you tried any of the warcat drives. the warcat 7.3 work the best for the 1650 pro i think. are you sure the the pci e slots is at 100mhz if you can check or change in bios.
