If you want to run OS X programs in windows, the most straightforward solution is to resort to illegal methods, which I won't go into explicit detail here. Basically, you'll want to download an OS X install disc and install OS X in VMWare. Don't ask me were to get one. Go see http://forum.insanelymac.com/

I don't think there's any other way...

You can always go linux and use many of its free open source programs (Audacity, Hydrogen, ect.)

Install the Pirate OS X. Then Apples guard dogs
will send you a lovely little letter as it reports incorrect
info back to them. (If that doesn't happen then you'll
get it acquiring the OS).

Use the equivalents that work on PC's, or buy a Mac.
Wait... *bursts into flames for heresy*
