Its hard to recommend one over the other, you haven't provided enough background information. Do you have any of the other components for the build already purchased? If so what mobo? If you've picked up a mobo that can easily oc to 450 fsb I would be inclined to suggest the e6300. However if you have bought or are intent on purchasing a mobo that will struggle to break 400 fsb then clearly you would want a chip with a higher multiplier...
Another thing to consider would be that on average the newer production chips don't seem to OC nearly as well or at least as consistently.
IMHO, I would recommend:
1) As Nasgul suggested wait for the e6x50 series chips and/or 7/22 price drops
2) Maybe consider purchasing an e21x0 chip, If it ocs to 3.0ghz+ great if not sell it on ebay after awhile and pick up a new chip after price drops
