Memory ratios/bandwidth vs latency, everybody tells me differant

Long story short, I'm confused, and I hear different stuff all the time, from people, and their "guides", let's get some definative answers, from the big wigs here at overclock.net, and maybe make a sticky.

1. Why is a 1:1 (memory to cpu) ratio better from a technical standpoint?

Assuming it is, (recently read some post by FrankenPC that said it was a "technomyth"), then my currently stress-testing overclock, of 1600qdrFSB leaves my memory running at its stock speed of DDR2800. Which leads me to my next question...

2. Memory speed vs latency, which is better? Is it the same on both intel and amd systems?

I wont push this overclock further (> 1.5v Vcore). So naturally with a 1:1 ratio (linked and synced) I'd HAVE to tweak latencies, unless I wanted to leave the ram alone (boring).

If I were to not be linked and synced, then I could have a CPU overclock that isn't so stressful on my e6600, (which is not one of the earlier gems), and I could have my memory running faster than DDR2800, which as I understand is a higher ratio then 1:1. Wouldnt that be better?

This is all from a purely gaming standpoint.

Another note, 1:1 ratio does provided faster ram speeds, the northbridge may have to slow down so even though your ram is faster, your system may slow down. Not sure how this applies to AMD.
