The best AM2 CPU if you don't want to overclock is the Athlon 64 X2 6000+. If you're looking for one that does overclock, the Athlon 64 X2 3600+ Brisbane is the best CPU. You can easily get one of them up to about 3 Ghz, and for only $59 off Newegg, that's a pretty good value.

Brisbane is newer... but not sure if it's better.

X2's are nice and cheap, so that's probably the best bang for your buck.

This CPU is for my cousin... he got a AM2 mobo... GA-55sli-s4 and he want the best processor for editing video... He'll not overclock...
And anyone know what are the differences between brisbane and windsor?

Windsor = 90nm
Brisbane = 65nm

Now... What are nm? and what change from 90nm to 65nm... I have readead that menor nm dont spread to many hot...

Brisbane is based off a smaller fabrication process, so it runs a bunch cooler than the (slightly) older Windsor core. If he doesn't want to overclock it, then get the Windsor X2 6000+. It'll serve him well.
