I'd personally say that the 1900XTX is the best DX9 card however you cannot find it anymore, so the VERY VERY CLOSELY AS GOOD 1950XT is the way to go. DX10 looks to be worthless short of SLI 8800GTXs so don't worry much about it.

The x1950xt is definitely a great deal and with some luck you might be able to OC it to xtx speeds.

Its piss easy to OC to XTX speeds. Stock X1950XT speeds are:-
- 621mhz core
- 900mhz mem

XTX is:-
- 648mhz core
- 1000mhz mem

I've got my XT to 702 core and 1035 mem on stock voltages.

Or just get a HIS X1950XT, whisper quiet and the cooler keeps the card below 54C even when the fan is only running @ 41%

I was in the market for an x1950xt like you but I grabbed one of CyberDruid's 7950gt's for $150 shipped. Seemed like the way to go for me, he even has one left here.
