Having problems loading windows

I got my setup put together today and loaded up bios and everything went smoothly. So I went to load windows from my WD Caviar and the screen went blank and sat for a few seconds then the pc beeped one time and the bios loading screen came up again. I also tried booting from a windows cd, this time i got the same result.

Any ideas?

EDIT: Well I got it to load from the cd after fiddling about for about 20 minutes. but it still won't load from my caviar. It also won't recognize the caviar and the cdrom drive at the same time.

IDE or SATA?

If they're IDE and both on the same cable, make sure they're not both set to master or anything weird like that.
