Absolutely even the 3.3v rail.

Just last night I was moving a cable inside my case, and an open SATA power cable touched the metal inside of the case and it made a shock, and then kicked off my PSU. Am I lucky that I didn't get fried or any of my components?

I learned my lesson though to never work with anything with the PC on even if its something quick.

I agree that Speedfan isn't the best source for Voltage readings. My 12V reading, according to Speedfan, is 10.68V - while in the BIOS it's reported as 11.98V.

Nothing would happen by that if you have a good enough PSU.

Thermaltake Toughpower 700W.

Must've been the safety feature that kicked it off?
