Put it together and the damn thing wouldn't turn on. I think it's either the mobo,RAM, or cpu that is dead or not working. I had everything plugged in and used a psu tester on the 24-pin connector and it worked and the fans and stuff spun, but when I plugged it back in, it wouldn't turn on. Whats wrong?

Check the CPU fan Power Connector make sure you connected at the right place, & make sure that you attached the RAM correctly. If everything is at the right place & still nothing happens it might be PSU. Then try to run your PC with another PSU.

the OEM cpu may be messed up since it's OEM or the RAM voltages werent able to becompatible with the motherboard, so just put in different ram and see if it works, or the power supply may be busted or you just forgot to plug something in.

Are AMD X2 CPU's pin-less like Intel Core 2's? Because when I put my CPU in, the lever is very hard to press down and I thought I was going to brake something or it wasn't seated right. Luckily it was. Might want to check that.

Grounding is my guess.
Take the mobo out of the case and set it up on a non conductive surface, just the basics installed..CPU, Ram, GFX.
Hook the monitor up, after everything is connected, turn on the PSU and use a screw driver to jump the Power on pins. Make sure the CPU fan is connected to the CPU Fan header.

Would there be a difference between connecting the cpu fan in the SYS_FAN slot instead of the CPU_FAN slot?They are right next to each other and my cpu fan is a three pin and the mobo cpu fan connection is 4 pin so I put it in the SYS_FAN slot.

Sometimes yes, if a CPU fan is not detected, as a protection feature the system will not start.
I have an Asrock board like this.

EDIT> You can connect a 3 pin fan to a 4 pin header.
