Yes, I've heard of people doing (or not doing) this. If you don't plug in the wires for the button, or have it outside of the case, there are usually two little buttons on the mobo for power/reset.

Answer that question.
If the Led does not come on when you turn the PSU on, it's probably a grounding issue.
Are you sure you have both the main connector and the 4 pin 12v connector attached to the mobo?
I would go ahead and set it up outside of the case and test.

If the LED does not light when the PSU is turned on then the power button is not the issue.

No mobo led. And do you mean plug the power switch into the mobo? Yeah I did that.

Hmmm... no mobo LED. Sometimes, besides the 20/24 pin connector, there is also a 4 or 8 pin connector required. Does that Gigabyte mobo have one of those? Couldn't tell by the picture.

Yeah a 4 pin connector. Plugged that in too. I'm gonna try and take out the mobo and try it like that to see what happens.

Yeah, I would try that. You may have a short somewhere, especially if you don't have spacers in place.
