How do you read noise levels

What is poor, average, good, and excellent noise levels? (dba)

IMO it would be something like this:

Poor = louder than white noise
Average = white noise
Good = lower than white noise
Excellent = inaudible due to white noise.

no, i meant can you give me figures (ie. 12, 25, 45 etc.)

that's going a bit far IMO but...

I've always thought 30dba rated fans and stuff we're moderatly loud and 20-25 are really quite/silent.

get a noise measurement tool and check it using that. 30dba = normal people talking. 55dba = vacumm. Anything over 60dba +++ = 747 jet within 2 feet of you

Note that most fan manufactors do not use a standard testing method for dB. So one company's 30dB maybe another company's 20dB. Also, dB does not tell you about noise quality. A high-pitched whine or clicking noise will rate the same as a whooshing sound.
