how to change boot up sequence

i have 26" hdtv connected to my 8800gts.threw dvi to hdmi.my monitor is a 20" widescreen hpw2007 which only has a vga socket ,so when i boot up my pc bios comes on my hdtv then windows comes to my new monitor after boot up,can i change the way it boots so my monitor boots first.

If this were possible it would be software-based, in your video card settings...but I doubt it.
